Understanding the SKDS diesel subsidy

It's important to note the difference: while SKDS focuses on businesses (Business-to-Business or B2B), individual farmers, smallholders, and private diesel vehicle owners who qualify receive similar support through the Budi Madani program.

How the SKDS works in practice

The system operates on a simple but strict two-step mechanism: Quota and Fleet Card.

  1. Quota approval: The Ministry of Domestic Trade and Cost of Living (Kementerian Perdagangan Dalam Negeri dan Kos Sara Hidup — KPDN). first approves a fixed, monthly quota of subsidised diesel for your company, based on your vehicle types and operational needs.
  2. Fleet card integration: Your quota is digitally linked to a fleet card issued by a participating oil company, like the Shell fleet card from Radius.
  3. Consumption control: When a driver refuels an approved vehicle using this fleet card, the system automatically applies the subsidised price. The card system strictly tracks consumption against the quota. Once you reach the monthly quota, any subsequent purchases will automatically revert to the regular, unsubsidised market price.

Who qualifies for the Malaysian diesel subsidy?

SKDS is strictly for registered Malaysian businesses that play a crucial role in our country's supply chain and public services.

To be eligible, your company must meet the following criteria:

  • Legal registration: The company must be legally registered under the Companies Act 2016 or be a sole proprietorship/partnership registered under the Registration of Business Act 1956.
  • Vehicle ownership: The eligible vehicles must be registered under the ownership of your company or entity.
  • Valid documents: All vehicles must possess a valid Motor Vehicle Licence (Road Tax).

The subsidy covers specific commercial and public transport vehicles crucial to the economy. These vehicles include (but are not limited to) categories such as:

  • Rigid Cargo Lorries and Prime Movers
  • Refrigerated and Food Catering Lorries
  • School Buses, Stage Buses, and Express Buses
  • Taxis, Hearse Vans, and NGO emergency vehicles

The Two-Step Application Process

Securing your SKDS subsidy is a two-part journey: obtaining the government's approval and quota and then acquiring the required fleet card.

Step 1: Securing your quota via MySubsidi KPDN

The entire process begins online at the official KPDN portal https://mysubsidi.kpdn.gov.my/

  1. Company registration: Register as a company, complete your profile details, and submit all required documents (SSM registration, vehicle grant, and valid road tax).
  2. Quota application: Apply for your vehicle quota in the "Permohonan Kuota Asas" section.
  3. Oil company selection: Crucially, you must select up to three preferred oil companies and allocate the percentage of your total approved quota to each one.
  4. Approval: Quota approval may be immediate if all documents are complete; however, fleet-card issuance by oil companies can take up to 14-21 working days. You will receive two vital documents: the KPDN Approval Letter and the Approved Vehicle List.

Step 2: Applying for your fleet card

Once KPDN approves your quota, you must obtain your physical fleet cards from one of your selected oil company partners.

  1. Submit documents to Radius Malaysia: Send your KPDN Approval Letter and Approved Vehicle List to Radius.
  2. Fleet card application: Apply for the Shell Fleet card through Radius.
  3. Card issuance: The card application will be processed and delivered to your company. It will be linked to your KPDN quota.
