The cost of running a business in Malaysia is constantly evolving, and for any company relying on diesel, be it for logistics, public transport, or key industries, the government's targeted subsidy mechanism is essential for managing operational expenses. This system is officially known as the Sistem Kawalan Diesel Bersubsidi (SKDS), and understanding it is vital for your financial stability.
Historically, diesel subsidies in Malaysia were applied universally. This approach led to widespread leakage and smuggling, costing the nation billions of ringgits. The SKDS represents the government's transition to a targeted approach, ensuring financial aid is channelled directly to specific commercial sectors, which in turn helps to stabilise the cost of essential goods and services.
Under SKDS 2.0 (implemented 10 June 2024) eligible businesses can access diesel at a subsidised rate of RM2.15/litre (subject to eligibility and quota). It's important to note the difference: while SKDS focuses on businesses (Business-to-Business or B2B), individual farmers, smallholders, and private diesel vehicle owners who qualify receive similar support through the Budi Madani program.


The system operates on a simple but strict two-step mechanism: Quota and Fleet Card.

Securing your SKDS subsidy is a two-part journey: obtaining the government's approval and quota and then acquiring the required fleet card.

Once KPDN approves your quota, you must obtain your physical fleet cards from one of your selected oil company partners.
